Sen. Fulbright Faces Tough Challenge From Demos, GOP LITTLE ROCK, May 15 Sen. J. W. Fulbright, of Arkansas, challenger of presidents and foreign policy for a quarter-century, faces his toughest political challenge as a dove in a state regarded as hawkish on the Vietnam war.

Two of Fulbright's most prominent fellow Democrats Arkansas former Govs. Orval E. Faubus and Sid McMath think the senator is in trouble with the voters because of his attacks on administration war policy and so will be vulnerable in next year's primary. LOT CAN HAPPEN Faubus and McMath, well as as Republicans bolstered election gains last year, are seriously considering trying unseat the maverick chairman of the Senate Foreign Relations Committee. But they note that a lot can happen a years, people think Fulbright's strength will depend on what happens in Vietnam," said Faubus in an interview.

But, he added, "I think he's in greater difficulty than he's ever been before. "He'd be defeated today because the majority of people in Arkansas don't support his position on said McMath, a ruggedly handsome lawyer and Marine Reserve major general who has spoken often on Vietnam since making a September trip to the war zone. McMath denies publicly he is considering taking on Fulbright but it is an open secret in political circles that he is. 'DISCOUNT REPORTS Some prominent Arkansas businessmen who have helped to bankroll the party as well as support Fulbright and Faubus, tend to discount reports Fulbright is in trouble. But some of them acknowledge privately that if Faubus does challenge Fulbright and they would prefer that he take on Republican Gov.

Winthrop Rockefeller Fulbright will be in the political fight of his life. Fulbright has not announced whether he will run again. When rumors began reaching Fulbright that his Vietnam dissent was rubbing voters the wrong way, he sought to run the reports down, a source said. He concluded some had been planted by those "who want to shut him up on Vietnam," the source added. ATTACKS ON LBJ One Little Rock observer victions." SIZING UP Faubus, who did not seek reelection as governor last year, is looking over the situation from his expensive home in the Ozarks at Huntsville.

"It's likely if I run," he muses, "it would be for senator or governor." Right now Faubus says he regards Fulbright as vulnerable. "For the past two years, for the first time, Fulbright dropped well below 50 per cent in the polls," said Faubus, an said there had been "curbstone speculation that LBJ Democrats might be stirring up some opposition to Fulbright" because of the senator's attacks on Johnson's Vietnam policy. However, those in the Fulbright camp as well as others atuned to political high frequency say there is no evidence of this. Some Fulbright friends reportedly are concerned enough to have urged him to be more to make more active politically in Arkansas to open an office in pearances, to hire a pollster. Rock.

Unlike most members of Congress, Fulbright does not have an official office in his home state, nor does he have a house there. His official residence is the Fayetteville home of Hal C. Douglas, who was the husband of the senator's late sister and who runs the Fulbright family interests. LET CHIPS FALL Douglas feels Fulbright is "determined to let the chips fall where they may. As it is now, I don't think there is anybody who could beat him under any circ*mstances." Other Fulbright supporters share this view.

Bill Darby, chairman of the National Old Line Insurance says, "Fulbright's stronger right now that he's ever been. The people are getting damned fed up with this war. They are beginning to appreciate his position." W. R. (Witt) Stephens, head of Arkansas Louisiana Gas and a backstage power in state politics as well as a strong Faubus backer, said: "I would disagree with Fulbright's position on the war I agree with Fulbright's stand in that he's expressing honest views, and the people of Arkansas know he's expressing his honest con- avid student of public opinion surveys.

Faubus didn't specify the polls he is talking about. But in Republican surveys last fall Fulbright fell at one and Faubus, then governor, point to a low of 45 per centing showed only 51 per cent. In Democratic polls also made for last fall's political campaign, Fulbright got a favorable rating of 57 per cent while Arkansas' senior senator, Democrat John L. McClellan, was rated 74 per cent. KEEP DISTANCE On the strength of this, the recommended that Democratic gubernatorial candidate Jim Johnson "maintain his distance from Fulbright for the balance of this compaign." Johnson lost to Rockefeller.

In saying Fulbright is in greater difficulty than ever before, Faubus quickly adds: "No one knows how Bill Fulbright will run against a real challenger because he's never really been challenged." In his 1962 re-election battle, Fulbright also was told he was in trouble, era ran scared, and defeated relative unknowns in the primary and general election by two to one margins. Fulbright feels it is too early to worry much about the 1968 election. He won't announce until the end of the year, probably after stumping the state and sampling the reaction, whether he will run again. New Gibraltar Air Travel Curb in Effect GIBRALTAR, May 15 (AP) -A British jetliner with 86 passengers flew from London. to Gibraltar today, but the weather did not force the pilot to challenge new Spanish restrictions on air traffic around the Rock.

The pilot of the British European Airways Comet said he managed to stay about 200 yards outside the prohibited zone declared by the Spanish government. The plane took off from London a few hours after Spanish regulations went into effect barring all flights Spanish as well as foreignfrom a stretch of coast sea on either side of Gibraltar. To land without crossing the prohibited zone, planes must make a sharp turn when approaching over Algeciras Bay. Low clouds or strong winds could force airliners to in wide and cross the forbidden zone. British officials said military and civilian planes would continue to fly as usual to Gibraltar.

They said they would stay outside the prohibited zone if the weather permitted, but "otherwise the pilot will come in on the best path whether it breaks the Spanish line or not," one official said. Russians Claim They Invented Jet Airplane MOSCOW, May 15 (UPI) Russia today claimed it invented the jet plane. Ignoring a 1939 German flight of a turbo-jet and the 1941 success of a British jet, the Soviet News Agency Tass said test pilot Georgi Bakhchvanji flew the world's first jet plane May 15, 1942. Tass said the pilot was in his seventh flight of the GI-1 fighter March 27, 1943, when it crashed. "It remained obscure why the plane unexpectedly lost control on landing and nosed into the ice of a small lake in the Urals.

Bakhchvanji died after coming nearer than anyone else the sound Tass said. It said he reached 480 miles an hour. Judge Denies Speck Motion for CHICAGO, May Trial 15 (AP) Judge Herbert C. Paschen denied today a defense motion for a new trial for Richard Speck, convicted a month ago of murdering eight nurses. The judge said he saw nothin the arguments that would indicate the defendant did not have a fair and impartial trial.

The judge also set May 26 as the date for sentencing and hearing arguments on mitigation of the penalty. The jury that convicted Speck mended that he die in the electric chair. Defense and prosecution attorneys discussed the grounds for the new trial that the defense had submitted. Copter Shotguns Greet Mud Hen Invasion in Yolo KNIGHTS LANDING, May 15 (AP) Yolo County rice farmers are battling an invasion of hungry mud hens with shotguns fired from helicopters. Spokesmen say the birds already have destroyed about 1,000 acres of newly planted rice in the Sutter Basin area.

Losses, including rice seed, ammunition and helicopter rental, are estimated at $15,000 so far. Fish and game authorities say the birds apparently have been attracted because Canadian nesting grounds remain frozen and heavy rains here have left plenty of water which they like.
